Steam Shipyard is a Harbour Building which can construct steam ships. It can be built only in the Old World (and Cape Trelawney), it requires free harbour area and
electricity. It must be connected to a warehouse or a trading post by a road; adjacency to the trading post is not sufficient.
Constructing ships[]
The purpose of steam shipyards is to construct steam ships. Every available ship requires specific amounts of construction materials and influence. Those resources are allocated immediately when the ship is selected for construction. The construction process lasts several minutes, depending on the type of the ship. When the shipyard is idle, it does not use any workforce and its maintenance cost is lowered - the maintenance cost is halved if the inactive upkeep setting is on, and it is zero if inactive upkeep setting is off (this difficulty setting is toggled on or off while creating a new game). During construction though, the maintenance cost increases to its regular value and the necessary workforce is employed at the shipyard.
Steam shipyards require electricity to construct ships. Without electricity shipyards can still receive orders for what ships are supposed to be built but the construction cannot progress. When a ship is being constructed but the shipyard loses access to electricity, the construction process is paused, but its progress is saved and it will continue from the same point once electricity is available again.
Available ships[]
Several ships can be constructed at every steam shipyard. There are a few basic ships which become visible in the shipyard's menu and get unlocked only by reaching specific population thresholds. Additionally, there are some special ships that can become available and appear in the shipyard's menu only when an appropriate item is equipped in a harbourmaster's office (or Docklands) which affect the shipyard.

Selecting and queuing ships for construction[]
To order the construction of a ship, left-click on its icon in the steam shipyard's menu. Instead of ordering the construction of ships one ship at a time, it is possible to add several ships to the construction queue. After the currently constructed ship is built, the next ship in the queue will start being constructed. Since influence and construction materials are allocated when selecting the ship, it is impossible to plan the construction far ahead and add more ships to the queue when there is not enough influence or resources. Removing ships from the queue refunds all resources and influence invested into the ship. There are a few ways of removing a ship from the queue, in order to do that you can either:
- left-click on a button with the bin icon which appears upon hovering over a ship icon
- right-click on the ship icon
- left-click or right-click on the small ship icon in the list of ships in the queue
It is impossible to change the order of ships in the queue, to do that it is necessary to remove and add appropriate ships to the queue to form the desired order.
Construction time[]
The optimal construction time depends on the type of the constructed ship and items or other modifiers which affect the shipyard. However, the actual construction time can become longer than optimal if not enough workforce is available on the island. In case of insufficient workforce, the construction process lasts longer, proportionally to the remaining duration and the amount of workforce missing.
Workforce assignment[]
The shipyard has a workforce assignment setting that can be toggled on and off by pressing the button with the bell symbol in the shipyard's menu. With the setting off, the lack of workforce is equally divided between the shipyards and other buildings on the same island which employ the same workforce type, thus equally reducing the efficiency of all affected buildings. With the setting on, the workforce of the same population tier is automatically assigned to the ship construction in case of a workforce deficit. When this occurs, the shipyard employs as much workforce as possible, but only up to the normally required amount. This setting does not speed up the construction process, its duration cannot be shorter than the currently optimal construction time - the shipyard can only act as if the exactly required amount of workforce was available. Assigning workforce to the shipyard takes a part of the workforce away from other buildings on the same island which employ the same tier of workforce. In that situation those buildings experience greater workforce shortage than if the workforce assignment setting was off. Therefore this setting allows to ensure that ships are constructed as quickly as possible even when there is a workforce shortage - but at the cost of lowering productivity and efficiency of other buildings. This setting is separate for every shipyard.
Rally point[]
When construction of a ship is finished, it automatically sails out of the shipyard and stops at a specific location - known as the shipyard's rally point. Its default location is at a short distance in front of the shipyard. However, it is possible to set a different rally point. To change it, simply right-click on the desired location when the shipyard is selected, or press the button with the buoy symbol in the shipyard's menu and then click on the ocean within the same region, wherever the rally point is supposed to be located. To cancel selecting the rally point location, right-click on any part of the screen which is not occupied by any part of UI. When the shipyard is selected, its rally point is marked by a buoy floating in the ocean. Rally points are separate for every shipyard and each shipyard can have its own rally point.
