Radio Tower is a Public Service building, which fulfills the basic need for residences of one population tier in Old World (and Cape Trelawney):

Like every public building the radio tower can affect only those buildings which are connected to it by roads and are placed within its range. The strength of its effects is based on the street distance between the affected building and the radio tower. Its full range (dark green) is 23 tiles for
dirt roads and 34 for
paved streets. Its max range (light green) is 48 tiles for dirt roads and 71 for paved streets.
When
Scholar Residences are in the full range of the radio tower, each of them gains 12 inhabitants and generates 1.2 research points per minute. When residences are outside of the full range but inside the max range they gain less inhabitants (and generate less research points) based on the street distance from the radio tower. Like other basic needs of scholars, fulfilling the radio tower need does not provide any income.
