Public buildings are one of the types of buildings in Anno 1800. They satisfy your population's basic and luxury needs if the residences are within their influence range, which is spread over your island via roads.
Range[]
The influence range of a public building is limited and depends on the type of building itself and the quality of the roads upon which they spread their influence. Dirt roads offer reduced influence range, while paved streets offer increased range. Influence is first channeled upon the first road tile touching the public building - either vertically or horizontally, but not diagonally - and then the influence extends upon any adjacent roads up to a certain limit.
A public building's range can be seen by selecting the building. Roads affected will be highlighted in green, though the intensity of the colour will diminish the further it extends. The dark green zone is where the building fully supplies the service to residences. The light green zone is where the service is supplied only partially. The further away from the building, the less percentage of the service is supplied, down to 0% where light green roads turn into non-highlighted roads.
Red arrows indicate the transition between full and partial coverage, as well as the maximum range of the building.
The department of welfare of the Palace, available in Seat of Power DLC, allows to increase the range of all public buildings which are within the range of the palace or local department. City Wide Web Act policy from this department also allows to further increase the range of the power plants specifically.
Improvements[]
Public buildings can be improved with various items located in Town Halls, or in some cases also in Trade Unions and Arctic Lodges. Some buildings can be affected by item sets equipped in Zoos, Museums or Botanical Gardens. For lists of items which can be used, see the individual pages of each public building.
Moreover, some policies of the department of welfare of the Palace from Seat of Power DLC can affect residences which are in range of specific public buildings, thus essentially providing the public buildings with additional effects on the population.

Public services are public buildings which fulfill the needs of surrounding residences without any additional requirements. Once those buildings are placed they will always satisfy the needs of residences which are in range, unless the public building is being affected by an incident, gets destroyed or loses access to roads and the trading post.

Some public buildings are based on production. They also utilise roads to affect residences which are in range, but additionally they require workforce and resources to fulfill the needs of population.
