Pamphlets are Drop Goods, which are assigned to the Construction Material group, available in 
Empire of the Skies DLC. By default, they can be produced in the Old World or the New World.

Pamphlets are Drop Goods that can be used to sabotage other players by lowering their population's happiness and increasing riot chances.
Expeditions[]
Pamphlets can be used during expeditions, they grant 15 bonus points to diplomacy skill per 50 tons.
Trade[]
Pamphlets can be passively sold for 96
or purchased for 240 per ton. No neutral trader buys or sells Pamphlets for a special price.
Production[]
Pamphlets are produced in a Pamphlet Printer from 
Wood and
