Oil Harbour (American spelling: oil harbor) is an Infrastructure and Harbour Building which is a crucial part of the electricity and oil system - it stores Oil, provides trains for the railway network and allows oil tankers to load/unload oil. It can be built in the Old World (and Cape Trelawney) and the New World. With Bright Harvest DLC it can also be built in Enbesa. It requires free coastline, does not need any road connection. Only one oil harbour can be built on an island.

Oil harbours are absolutely necessary to produce or use Oil. They allow to store oil on the island and provide trains for transporting oil across the island. Other buildings which produce or use oil, such as Oil Refinery, Oil Power Plant, Fuel Station or Power Station, need to be connected to the oil harbour via railway. Then trains can travel from the harbour to those buildings, transporting oil from and to the harbour.
The menu of the oil harbour provides an overview on the status of each train, clicking on each train slot allows to jump to their location, and the menu monitors the amount of oil being stored and how its stock has been changing recently. Clicking the timer icon in the top right opens the menu which lists blocked segments of railway, allows to jump to their location and indicates for how long each segment has been blocked. Additionally, the oil harbour menu includes an option to change the skin of the trains travelling across the island's railways.
Oil harbours also allow oil tankers to load and unload oil to transport it between different islands, either manually or via oil routes. Oil tankers cannot use trading posts or piers. The oil harbours, however, have high loading speed of 100 tons of oil per second and therefore should easily keep up with exchanging oil between the island's storage and the oil tankers.
Upgrades[]
At first only the small version of the oil harbour can be constructed, it provides 3 trains and 500 tons of oil storage capacity. It is possible to upgrade the small oil harbour in order to gain more trains and bigger oil storage capacity. There are a few other means of increasing the oil storage capacity: placing oil stores in any harbour area of the island, or utilising Fuel Reserves Act palace policy.
The oil harbour can be upgraded up to two times (or up to three times with the Bright Harvest DLC). Each upgrade requires construction materials and increases maintenance cost. Upgrades provide additional trains and oil storage capacity, up to a maximum of 5 trains and 1000 oil storage (7 trains and 1500 oil storage with Bright Harvest DLC).
