Biography	Eli Bleakworth is the Governor of Wormways Prison. A lifetime seeing the worst the Empire has to offer has turned Eli Bleakworth into a bitter, jaded man, thoroughly convinced of the sinful nature of the world and especially its inhabitants. Pleas of innocence fall on deaf ears with Bleakworth, who works his charges brutally in the name of the Crown.

Eli Bleakworth is a neutral trader in the Old World who deals mostly with specialists and law-themed items, as well as several varieties of unrefined mining resources.

Island

Wormways Prison is built on a rock rich in mineral resources, and it is in those hellish mines that the prisoners work off their sentence. Bleakworth sells all variety of mineral resources dug from these mines--he has plenty to spare. In exchange he buys potatos, to feed his population--and soap, to keep the dust from the mines away.

Bleakworth's special goods are Specialists; people from every walk of life rot in his cells, and he's happy to clear up space--for the right price. You can find extremely potent figures in Wormways Prison. Bleakworth also sells edicts, which can be issued from Town Halls, though these always come with a tradeoff.
